Financing a Home in Nigeria: What to Know About Mortgages and the National Housing Fund

Why So Few Nigerians Use Mortgages — and Why That's Changing

Nigeria's mortgage-to-GDP ratio remains among the lowest in Africa, and most residential property purchases in cities like Benin City are still funded through savings, family support, or informal cooperative arrangements rather than bank mortgages. High interest rates, short loan tenors from commercial banks, and a general lack of familiarity with the process have all contributed to this. But mortgage financing is not out of reach, and understanding how it actually works is the first step toward using it effectively.

The National Housing Fund (NHF)

The National Housing Fund, established and administered by the Federal Mortgage Bank of Nigeria (FMBN), is the primary government-backed route to affordable mortgage financing for salaried and self-employed Nigerians. Contributors — typically employees earning above a set minimum, contributing a small percentage of monthly income — build up savings within the fund and, after a minimum contribution period, become eligible to apply for an NHF mortgage loan to build, buy, renovate, or improve a home.

FMBN publishes its current loan terms directly on its site, including details of the NHF Mortgage Loan product, such as the interest rate charged to contributors and the maximum loan tenor. Because terms are periodically reviewed, checking the current figures directly on FMBN's website before making financial plans is far more reliable than relying on secondhand information.

How the Process Generally Works

  • Registration: Employees are typically registered by their employer, or self-employed individuals can register independently through an accredited Primary Mortgage Bank (PMB).
  • Contribution period: A minimum period of continuous contribution — commonly cited as six months — is required before a contributor becomes eligible to apply for a loan.
  • Application through a PMB: Loans are not accessed directly from FMBN but through an accredited Primary Mortgage Bank, which processes the application and disburses funds against the mortgaged property.
  • Security: The property being purchased or built typically serves as security for the loan, which is why the title documentation for the property matters enormously at this stage — a lender will not finance a property with unclear title.

Commercial Mortgages

Beyond the NHF, several commercial banks and primary mortgage institutions offer mortgage products outside the NHF scheme, generally at higher interest rates but sometimes with more flexible eligibility criteria or faster processing. The Central Bank of Nigeria (CBN), as the apex regulator of Nigeria's banking and financial system, oversees the broader framework these institutions operate within, and its official website publishes prevailing monetary policy information relevant to borrowing costs across the economy.

Rent-to-Own and Developer Financing

Some developers and government housing schemes now offer rent-to-own arrangements, where a buyer occupies a property while making structured payments toward eventual ownership — an alternative worth exploring for buyers who may not yet qualify for a conventional mortgage but have stable income.

Questions to Ask Before Committing to Any Financing Route

  • What is the actual interest rate, and is it fixed or variable over the loan term?
  • What happens if a payment is missed — what fees or penalties apply?
  • Does the lender require the property to already have a Certificate of Occupancy or registered title before disbursing funds?
  • What are the total costs beyond the loan itself — legal fees, valuation fees, insurance?
Financing a home is as much about understanding the terms as it is about qualifying for the loan. A lower headline rate with unfavourable terms can cost more over time than a slightly higher rate with clear, predictable conditions.

A Note of Caution

FMBN has publicly warned that it does not authorise agents to collect "facilitation" payments from NHF contributors seeking their homeownership products — a reminder to deal directly with accredited institutions and to verify claims independently rather than through informal intermediaries.
